The MassHire Hampden County Workforce Board, Inc. (MHHCWB) is pleased to announce the upcoming release of a Request for Proposals (RFP) to provide year-round youth services. This initiative is fully funded by the U.S. Department of Labor, Employment and Training Administration through the Workforce Innovation & Opportunity Act (WIOA) Grant, administered via the Massachusetts Executive Office of Labor & Workforce Development/MassHire Department of Career Services.

Summary: Draft FY27 allocations would provide $1.53M to fund proposals that provided comprehensive year-round employment, training, career development and case management services to in-school and out-of-school youth who reside in Hampden County and meet WIOA eligibility requirements. Final funding availability for FY27 will not be known until after the RFP is issued and is subject to change. Proposals will be accepted for two options (A bidder must submit a separate proposal for either option but may bid on both):
- Services for in-school youth that are entering Junior or Senior year of high school in the fall of 2026, or
- Services for out-of-school youth 16-24 years of age, with a focus on high school dropouts.
Proposals submitted for consideration must meet the administrative and programmatic criteria outlined in the RFP. On or after March 4, 2026, bidders may obtain the RFP electronically at the MHHCWB website (http://www.masshirehcwb.com). Proposals are due by 12:00 noon on April 15, 2026 electronically (see RFP for specifics). A Bidders’ Conference will be held via Zoom on March 11, 2026 at 9:00 AM (see RFP for specifics).
