WIOA YOUTH

The Workforce Innovation and Opportunity Act (WIOA) Youth Program at MassHire Hampden County Workforce Board is designed to provide youth ages 14-24 with the tools and resources they need to achieve meaningful career and educational goals. This federally funded program focuses on serving young individuals who face barriers to employment and education, including out-of-school youth, those from low-income backgrounds, and youth with disabilities or other challenges.

The distinction between In-School Youth (ISY) and Out-of-School Youth (OSY) is crucial in targeting resources effectively:

In-School Youth (ISY)

  • ISY refers to youth aged 14-21 who are enrolled in school (secondary or post-secondary).
  • Eligibility: ISY must meet at least one barrier to employment, such as being an English language learner, economically disadvantaged, or having disabilities, among others.
  • Focus: Services for ISY focus on helping them complete their education, gain work experience, and prepare for future career or post-secondary education.

Out-of-School Youth (OSY)

  • OSY refers to youth aged 16-24 who are not enrolled in school.
  • Eligibility: OSY often face multiple barriers, like being a high school dropout, homeless, within the juvenile justice system, or aging out of foster care, among others.
  • Focus: Programs for OSY aim to engage them in education or workforce activities, helping them attain a diploma or GED, occupational skills, and job readiness for long-term employment.

These distinctions allow WIOA programs to tailor services based on each group’s needs, aligning resources to better address the unique challenges faced by ISY and OSY.
